Entered Royal Academy, Portsmouth, 1763; to Jamaica and middle east serving on Preston, returned 1770; lieutenant aboard Marlborough, 1771; captain, 1771; commander of sloop Kingfisher, 1774; in North America during early years of war of independence, participating in landing army in Boston, and occupying New York, 1776; command of Romney (as flag-captain to his father), 1777-1779; command of Pearl (32 guns), 1779; captured Spanish frigate Santa Monica (32 guns) in the Azores, 1779; assisted in capture of Spanish Caracas convoy, 1779; captured privateer Esperance (32 guns) off Bermuda, 1780; command of Hector (74 guns), 1790;
Rear-admiral, 1794; with the grand fleet of Howe, detached with 6 ships to intercept the French supply convoy from America, the convoy was behind schedule and escaped, 1794; ordered to sea with every available ship (9 ships) to intercept French supply fleet off Brest, bottled up 8 French ships in Brest, but was surrounded by 19 ships of the line, disengaged without hostilities, 1794; this incident shadowed his career and apparently made him unpopular, since it did not lead to action, however Howe and the admiralty approved of his conduct, 1794; his brother died and he resigned his commission, 1794; vice-admiral, 1795; declined the command of the Nore, 1799; admiral, 1801; commander-in-chief, Portsmouth, 1803-1809;
Married his first cousin, Charlotte Wroughton. Their eldest son took the name of Wroughton in 1826 (presumably there was no other Wroughton heir?).
Two of his 4 sons were also admirals.
